This is Frieza's older but equally wicked older brother from the 1991 feature film "Dragon Ball Z: Cooler's Revenge"! As you can see here, Cooler's Final Form is a behemoth of a transformation that's even greater than the Fourth Form Frieza displayed on Planet Namek!
