Story

In GT, a group of evil dragons were created as a result of the Negative Energy that accumulated in the Dragon Balls due to being used to grant too many wishes. One such being was San-Shinron, a dragon commanding the power of cold and ice who was born from the wish to make the people of Earth forget about Majin Buu. San-Shinron may speak rather politely, but his true nature is that of a ruthless, underhanded villain who employs any means necessary to attain victory.
During his brother, Si-Shinron's duel against Super Saiyan 4 Goku, he intervenes and uses his powers to freeze Goku's arms.

He even mercilessly attacks poor little Pan to steal the Dragon Balls that Goku and the others had collected!

After freezing both of Goku's arms and rendering him unable to fight back, San-Shinron mocks the Saiyan while attacking him. However, it isn't long before Goku's anger boils to the surface, and he manages to shut San-Shinron up by planting his foot square into his mouth, quipping back, "Sorry about the foot, but that annoying laughter was starting to break my concentration."

Goku attacks San-Shinron with a slew of powerful kicks, but the ice dragon eventually freezes both of his legs to stop him in his tracks before proceeding to encase his entire body in ice.

However, Si-Shinron is unable to stomach his brother's dishonorable way of fighting and frees Goku from the ice with his Burst Attack!

San-Shinron responds by attempting to freeze the entire area, but Goku is unaffected!
Goku then proclaims that he'll take San-Shinron out in five seconds, so the dragon smugly begins counting down himself.
However, he soon finds himself on the verge of defeat from Goku's overwhelming attacks!

Before Goku can fire a Kamehameha to finish him off, San-Shinron grabs Pan and holds her hostage, saying, "Dirty moves work better than clean ones… And I'll do anything to win this."
Goku must then protect Pan from harm, giving San-Shinron free reign to deliver a series of relentless attacks.

Once Pan is out of harm's way, Goku prepares to unleash a furious Kamehameha upon San-Shinron. However, the despicable dragon hides behind Si-Shinron to force Goku to stop, then he unleashes an attack of his own in an attempt to freeze Goku again with his eye beams!
Luckily, Goku manages to put up a barrier just in time to prevent the attack from working!

When Goku is about to finish San-Shinron off for good, he begins to beg for his life, pleading, "Please, don't hurt me!"
It turns out that it was all an act, however, and once Goku agrees to spare his life if he relinquishes the Three-Star Dragon Ball, San-Shinron pretends to hand it over while slashing Goku's eyes with his ice claws!
But even after being robbed of his sight, Goku can still detect San-Shinron due to his cowardly aura, and in the end he destroys him with a wrathful Dragon Fist.

The ice he wields is incredibly strong!

San-Shinron's signature move is to freeze his opponents solid in blocks of ice. But this isn't any old ice—it can't be melted by any normal amount of heat, and it's so tough that even Goku had to admit, "My Super Saiyan 4 powers are useless as long as I’m covered in this ice!"
