Story

The East Supreme Kai is the deity responsible for watching over the east quadrant of Universe 7 and is even higher in authority than the Grand Kaio, who himself rules above the four Kaio of the universe.
A great many years ago, the East Supreme Kai defeated Bibidi when the evil wizard attacked Earth, preventing the seal holding back Majin Buu from being broken.
Time passes, and the Supreme Kai eventually learns that Bibidi's son, Babidi, is attempting to unleash Majin Buu upon the world once more.
Predicting that Babidi intends to gather a large amount of energy for Majin Buu's resurrection, the Supreme Kai sets forth for his likely target, an event where powerful warriors gather to do battle: the Tenkaichi Budokai.

Using the pseudonym "Shin" to conceal his identity, the Supreme Kai enters the 25th Tenkaichi Budokai alongside his attendant, Kibito.
There, the two carefully observe the movements of two tournament entrants named Spopovich and Yamu. These two suspicious individuals are actually servants of Babidi who have come to steal energy from other competitors for their master.

During the tournament, Kibito faces Gohan and uses him as bait to lure out Spopovich and Yamu. Sure enough, once Gohan transforms into a Super Saiyan, the two villains leap into action and steal his energy before fleeing the scene.
The Supreme Kai requests the aid of Goku and the others and gives chase, and together they follow Spopovich and Yamu all the way back to Babidi's hidden spaceship.

The Supreme Kai is astounded by the strength of Goku and the others as they defeat Babidi's henchmen one after another, and he even becomes convinced that they will be able to stop the wizard from resurrecting Majin Buu. However, he didn't count on Vegeta being manipulated by Babidi, a twist that culminates in the Saiyan Prince and Goku engaging in a duel so intense that it provides enough energy for Majin Buu to be fully restored!

Majin Buu attacks the Supreme Kai and almost kills him, but he is luckily healed by Kibito.
Together, they find Gohan and take him with them back to the Supreme Kai's Realm.

The Supreme Kai believes that if Gohan is able to wield the Z Sword, it will grant him enough power to defeat Majin Buu once and for all, and so he has him draw it from its sheath of rock.

However, when they try out the Z Sword by attempting to cut through a block of Katchintite—said to be the hardest metal in the universe—the blade snaps clean in two!

In an unexpected twist, it turns out that the Supreme Kai from fifteen generations prior had been sealed away inside the Z Sword, and by breaking the blade, Gohan had inadvertently set him free at long last!
The Elder Kai agrees to help by drawing out Gohan's latent power, but not without some sulking on the Supreme Kai's part due to his role being reduced to that of a bystander.

Later, the Elder Kai gives Goku his Potara Earrings to have fusion as a hidden ace to defeat Majin Buu. The Supreme Kai tests out the fusion using his own Potara with Kibito, only to find out too late that the fusion is actually permanent!

The Supreme Kai continues to watch Goku and the others battle against Majin Buu via the Elder Kai's crystal ball, but eventually Buu transforms into his purest, most evil form.
When Buu is just about to unleash an attack that would destroy Planet Earth in its entirety, the Supreme Kai whisks Goku and the others away to his realm in order to spare their lives.

Soon enough, Majin Buu arrives in the Supreme Kai's Realm too, and the final battle between him and Goku continues. At Vegeta's behest, the Supreme Kai takes Dende to New Planet Namek in order to use the Dragon Balls there to restore the Earth and resurrect all its inhabitants back to life.

From New Namek, the Supreme Kai watches Goku's battle through to its climax and celebrates his eventual victory over Majin Buu.
Finally, he uses Teleportation together with Goku to bring Vegeta and the others safely back to Earth.

Teleportation
Used to travel from the Supreme Kai's Realm to the mortal realm in an instant.
Kibito's incredible skill with this technique was retained when he and the East Supreme Kai used the Potara Earrings to fuse into one.

Paralysis Arts
A technique that can freeze an opponent in their tracks.
The East Supreme Kai used this to paralyze Gohan and allow Babidi's minions Yamu and Spopovich to drain his Ki.
Our heroes then followed the two henchmen back to Babidi's hideout, which was the East Supreme Kai's plan all along!

Optic Kiai Shockwave
The user sends their opponent flying by focusing their power into a powerful glare.
This technique had no effect when used on Majin Buu, but the pudgy pink powerhouse instantly memorized the attack and used it to great effect on its original user.

Shockwave
The user fires an invisible blast from the palm of their hand to send their foe flying.
Had no effect on Majin Buu.

Trivia

He's actually the sole surviving Supreme Kai from the battle against Majin Buu long ago!

There were originally four Supreme Kais who were in charge of the North, South, East, and West quadrants of the universe, but one by one they fell to Majin Buu the first time that the monster appeared. Although he was the youngest and least powerful of these four beings, the East Supreme Kai managed to survive despite suffering grave injuries.
