After Kamesennin told Goku that he'd only train him if he brought him a beautiful woman, Goku took off searching for someone to escort back to Kamsennin's island.

As we all know, only the pure-hearted are able to use the fantastical flying cloud—the likes of Bulma and (unsurprisingly) Kamesennin fell comically straight through it when they tried their luck—but with Mermaid sitting pretty atop it, one can only assume she's got a pure heart just like Goku!
